A useful test for a strategy document: name the observation over the next two quarters that would tell you it is wrong. If nothing qualifies, what has been written is a description of ambition rather than a strategy, and the review meetings that follow will be unable to conclude anything.
How unfalsifiable strategy forms
It rarely results from carelessness. It results from the entirely reasonable desire to preserve flexibility, combined with the political reality that specific commitments create accountability. A sufficiently general statement of direction is approvable by everyone because it forecloses nothing, which is precisely the property that makes it useless as a guide to decisions.
The diagnostic symptom is a review meeting in which the strategy is neither confirmed nor revised. Evidence arrives, is discussed, and does not change anything, because the strategy was never stated in terms the evidence could bear on.
Name the observation over the next two quarters that would tell you this is wrong. If nothing qualifies, it is ambition, not strategy.
Making commitments testable
The conversion is mechanical once the will exists. For each strategic commitment, three things are stated alongside it.
- The load-bearing belief. What must be true about the market, the customer, or the organization for this to work. Usually two or three beliefs, not twenty.
- The observable consequence. If that belief is correct, what should become visible within a stated window, and at what magnitude. A direction without a magnitude is not testable.
- The response. Agreed in advance: what happens if the observation does not appear. Continue with a revised thesis, reduce, or stop. Deciding this in advance removes it from the emotional context of the moment it is needed.
The objection
The standard objection is that early evidence is noisy and premature abandonment is a real failure mode. This is correct and it is an argument for choosing the observable consequence carefully, not for declining to specify one. A commitment that says the thesis should not be judged before month eighteen is itself a testable statement, and a far more useful one than silence on the question.
What changes
Organizations that do this report a specific shift: review meetings become shorter and produce decisions. The discussion is no longer about whether things are going well in general but about whether a named observation appeared at a named magnitude, and what the agreed response is. The strategy becomes something the organization can be wrong about, which is the only condition under which it can also be right.
